(IPA) was formed on March 27, 1992 on the basis of the Alma-Ata agreement, signed by the heads of the parliaments of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. The Assembly was established as an advisory institution to discuss issues and consider draft documents of mutual interest.

On May 26, 1995, the heads of state of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, Russian Federation and the Republic of Tajikistan signed the Convention on the Interparliamentary Assembly of States ~ Members of the Commonwealth Independent States which entered into force on 16 January 1996. In 1997, the Republic of Moldova acceded to the Convention. Under this convention Interparliamentary Assembly recognized as an interstate body and occupies one of the leading places in the system of bodies of the Commonwealth of Independent States.
Of greatest importance in the activities of the Inter-Parliamentary Assembly are issues related to the convergence and harmonization of legislative acts of the CIS states. This direction is carried out on the basis of model legislative acts and recommendations adopted by the IPA.
The Inter-Parliamentary Assembly constantly pays attention to bringing national laws in line with international treaties adopted within the framework of the CIS. The role of the Assembly is growing in developing coordinated approaches to solving problems of social policy, observance of fundamental human rights and freedoms, and humanitarian cooperation. Model acts and recommendations of the IPA on social rights and guarantees of citizens, protection of consumer rights, labor migration, protection of civilians, rights of prisoners of war, etc. were sent to parliaments for use in the national legislative process.
The IPA member parliaments reached an agreement to assist in the formation of a common cultural educational space, the creation of a legislative mechanism that ensures the implementation of a coordinated policy in the field of science, scientific and technical activities. Conditions are being created for the development of integration cooperation in the field of protection environment. A coherent legislative framework is being developed to combat crime and corruption within the Commonwealth. Special attention focuses on the formation of a free trade zone.
The Inter-Parliamentary Assembly adopts recommendations on synchronizing the procedures for ratification (approval) by the parliaments of the member states of the Commonwealth of Independent States of treaties (agreements concluded within the Commonwealth, and in the case of an appropriate decision taken by the Council of Heads of State or the Council of Heads of Government of the Commonwealth of Independent States, - and other international treaties, participation in which the member states of the Commonwealth is highly desirable to achieve their common goals, enshrined in the Charter of the Commonwealth of Independent States.
One of the most important tasks of the Inter-Parliamentary Assembly is peacekeeping. It provides for peacekeeping actions in the "hot spots" of the Commonwealth countries and the development of legal foundations for the consistent implementation of this activity.
In the years that have passed since the formation of the Assembly, its efforts have been aimed at assisting the Council of Heads of State of the CIS Member States, as well as the UN and the OSCE in resolving regional conflicts, strengthening peace in Nagorno-Karabakh; Transnistria, Republic of Moldova; Abkhazia, Georgia, as well as on the external borders of the Commonwealth (Tajikistan). The IPA Council formed commissions of the Inter-Parliamentary Assembly for the settlement of conflicts in the indicated regions of the CIS.
Significant results have been achieved, the most important of which was the signing in May 1994 of the Bishkek Protocol - the only political document that ensures a ceasefire in Nagorno-Karabakh.
In October 1999 and January 2000, a group of deputies of parliaments - members of the IPA worked in the North Caucasus region of the Russian Federation (Chechnya, Ingushetia, Dagestan) in order to obtain information on the course of the anti-terrorist operation of the Russian federal forces in Chechnya and on the situation of temporarily displaced persons on the territory of Ingushetia . The results of the work of the deputy group were brought to the attention of the deputies of the PACE, the OSCE PA and the European Parliament.
One of the responsible activities of the IPA is the establishment and development of contacts with other international parliamentary organizations.
Relations with a number of organizations are built on a contractual basis. Thus, in June 1997, an Agreement on Cooperation was signed between the IPA and PACE (Parliamentary Assembly of the Council of Europe). In June 1998, a Joint Statement of the IPA Council and the OSCE PA Bureau was signed ( Parliamentary Assembly Organization for Security and Cooperation in Europe) and the Memorandum of Cooperation between the World Intellectual Property Organization (WIPO) and the Secretariat of the IPA Council. In December 1998 - the Protocol on Cooperation between the IPA and the PABSEC (Parliamentary Assembly of the Black Sea Economic Cooperation). In January 1999, in Guatemala, an Agreement on Cooperation on the Exchange of Information between the IPA Council and the Central American Parliament (CAP) was signed. In June 1999, a solemn ceremony of signing a Memorandum of Intent between the UN Department of Economic and Social Affairs (DESA) and the IPA on cooperation in economic, social and related fields took place at the UN Headquarters in New York.
The organization of the activities of the Inter-Parliamentary Assembly is carried out by a parliamentary delegations The Council of the Assembly, which meets for its meetings four times a year.
The preparation of events held by the Inter-Parliamentary Assembly and its Council is carried out by the Secretariat of the IPA Council located in St. Petersburg.
In accordance with the agreement between the Inter-Parliamentary Committee of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan and the Council of the Inter-Parliamentary Assembly of States Members of the Commonwealth of Independent States, the Secretariat of the IPA Council also provides information, legal, logistical and organizational support for the activities of the Inter-Parliamentary Committee and his organs.

This work is embodied in the model legislative acts and recommendations adopted by the Inter-Parliamentary Assembly, the creation of which takes into account the experience of the parliaments of the Commonwealth countries and international parliamentary organizations. Over the years of its activity, the Inter-Parliamentary Assembly has adopted more than 200 documents that ensure a real convergence of national legislations, including the Civil, Criminal, Criminal Procedure, Penitentiary Model Codes, the General Part of the Tax Model Code and several chapters of the Special Part. Decisions of the Inter-Parliamentary Assembly and its bodies are developed on the basis of consensus, which makes it possible to adopt mutually acceptable documents.
The main direction of model lawmaking in the economic sphere is the formation of the legal foundations for the common economic space of the Commonwealth of Independent States, and in particular, the legal support for the creation of a free trade zone of the CIS member states. The transition of the Commonwealth countries to work in market conditions was facilitated by a number of model legislative acts adopted by the Inter-Parliamentary Assembly, including three parts of the model Civil Code, General part of the Tax Code, Model Law "On Electronic Digital Signature". With the participation of the European Bank for Reconstruction and Development, a model law “On the Securities Market” was prepared. In December 2004, on the basis of the Inter-Parliamentary Assembly, a meeting of the parliamentary delegations of the states-participants of the Agreement on the Formation of the Common Economic Space was held. It adopted a decision to establish a consultative institution, within which the legislative bodies of the member states of the Agreement would cooperate in the field of legislative support for the formation of the CES. As a result, parliamentary groups were created on the formation of the Common Economic Space, the first joint meeting of which took place in October 2005 in the Tauride Palace, the headquarters of the Interparliamentary Assembly of the CIS Member States.
Every year the role of the Inter-Parliamentary Assembly increases in the development of coordinated approaches to solving the problems of social policy, ensuring observance of fundamental human rights and freedoms, and in humanitarian cooperation. An important milestone This process included the adoption of the Charter of Social Rights and Guarantees for Citizens of Independent States, as well as a number of model legislative acts and recommendations aimed at protecting childhood and social protection of the population in market conditions.
In addition, the IPA CIS contributes to the creation of conditions for the development of integration cooperation in the field of environmental protection, develops a coherent legislative framework for combating crime and corruption within the Commonwealth, does a lot in the field of legal support for combating international terrorism. Thus, in order to intensify legislative activity in this direction, in October 2004, on the initiative of the CIS Interparliamentary Assembly and on its basis, a Joint Commission was established to harmonize legislation in the field of combating terrorism, crime and drug trafficking in the CIS. This Joint Commission, in addition to representatives of the Commonwealth parliaments and members of the IPA CIS Permanent Commission on Defense and Security, included representatives law enforcement member states of the CIS and interstate bodies of the Commonwealth.
The Interparliamentary Assembly took an active part in the development of a number of interstate programs, including the Program of Action for the Development of the Commonwealth of Independent States for the period up to 2005, the Interstate Program of Joint Measures to Combat Crime for the period from 2000 to 2003, the Program of the CIS Member States to Combat with international terrorism and other manifestations of extremism for the period up to 2003. Measures for the implementation of these programs are envisaged in the Perspective Plan for Model Lawmaking and Approximation of National Legislation in the Commonwealth for the period up to 2005 adopted at the plenary session of the Assembly in December 2000.
The Inter-Parliamentary Assembly contributes in every way to the development of integration processes on the territory of the Commonwealth, sending, in accordance with the Convention on the Inter-Parliamentary Assembly of the Commonwealth of Independent States, its recommendations and proposals to the Council of Heads of State and the Council of Heads of Government.
In addition, the Inter-Parliamentary Assembly is testing many interstate documents. Thus, the draft Charter of the Commonwealth before its adoption by the Council of Heads of State of the CIS was considered at the plenary session of the Inter-Parliamentary Assembly. The flag and emblem of the Commonwealth were adopted as a result of its international competition, and the provisions on them were prepared by the Inter-Parliamentary Assembly and submitted for consideration by the Council of Heads of State. The agreement on the main directions of cooperation between the member states of the Commonwealth of Independent States in the field of consumer protection, adopted by the heads of the CIS governments in January 2000, was based on the recommendatory legislative act “On general principles regulation of consumer protection in the member states of the Inter-Parliamentary Assembly”.
In order to democratize public life in the CIS countries, the Inter-Parliamentary Assembly sends its observers to parliamentary elections and elections of heads of state. Great importance in this regard, the convention developed by the Interparliamentary Assembly "On the standards of democratic elections of electoral rights and freedoms in the member states of the Commonwealth of Independent States" has.
These and many more topical issues activities and development of the Commonwealth of Independent States and international cooperation are considered at the plenary sessions of the Inter-Parliamentary Assembly, which are held twice a year in the Tauride Palace. They are attended by parliamentary delegations headed by the heads of national parliaments, representatives of the statutory and sectoral bodies of the CIS, observers from international and public organizations. Model legislative acts and recommendations adopted at meetings of the Inter-Parliamentary Assembly are sent to national parliaments for use in preparing new laws and amending existing legislation. The activities of the Inter-Parliamentary Assembly are organized by the Council of the IPA CIS, consisting of the heads of parliamentary delegations. The administrative body of the Council is the Secretariat of the IPA CIS Council.
