As noted by the Deputy Chairman of the Committee of the Federation Council on constitutional legislation and state building Ludmila Bokova, the draft of this document has incorporated the best practices in the formation of regional public chambers, its developers tried to take into account all legislative innovations related to the organization of the activities of the Civic Chamber of the Russian Federation.
“The proposed form - a model law - is advisory in nature and the adoption by the constituent entity of the Russian Federation on its basis of its own law is not unconditional. Depending on local traditions, economic and other conditions, each region will be able to independently develop such a normative act that will take into account its needs as much as possible,” the legislator noted.
In her opinion, the successful use of the norms of the model law can become an incentive and basis for further adoption federal law on the basics of organizing the activities of public chambers of subjects.
The parliamentarian stressed that today it is necessary to resolve the issue of financial, organizational and logistical support for the activities of regional public chambers. "There are others important questions- the procedure for the formation, powers, forms of activity of public chambers and others that require mandatory regulatory regulation.
