In accordance with the Decree of the President of the Russian Federation of March 31, 2015 N 168 "On the Federal Agency for Nationalities", the Government Russian Federation

decides:

1. Approve the attached Regulations on the Federal Agency for Nationalities.

2. Allow the Federal Agency for Nationalities Affairs to have up to 3 deputy heads, including one secretary of state - deputy head, as well as up to 4 departments in the structure of the central office in the main areas of the Agency's activities within the established number and wage fund of employees.

3. Ministry economic development The Russian Federation, together with the Federal Agency for Ethnic Affairs, to submit, within 1 month, agreed proposals on the location of the Agency in Moscow.

I. General provisions

1. The Federal Agency for Nationalities Affairs (FADN of Russia) is a federal executive body that performs the following functions:

on the development and implementation of the state national policy, public policy in the field of social and cultural adaptation and integration of foreign citizens in the Russian Federation, as well as on the legal regulation and provision of public services in the field of state national policy, social and cultural adaptation and integration of foreign citizens in the Russian Federation;
(Paragraph as amended, put into effect on December 27, 2017 by Decree of the Government of the Russian Federation of December 16, 2017 N 1569.

on the implementation of measures aimed at strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony, ethnocultural development of the peoples of the Russian Federation, protecting the rights of national minorities and indigenous small peoples Russian Federation;

on interaction with national-cultural autonomies, Cossack societies and other institutions civil society;

on the development and implementation of state and federal targeted programs in the field of interethnic relations;

to control the implementation of the state national policy;

on the implementation of state monitoring in the field of interethnic and interfaith relations;

for the prevention of any form of discrimination based on race, nationality, religion or language;

to prevent attempts to incite racial, national and religious hatred or enmity.

2. The activities of the Federal Agency for Nationalities Affairs are managed by the Government of the Russian Federation.

3. The Federal Agency for Nationalities Affairs in its activities is guided by federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties Russian Federation, as well as these Regulations.

4. The Federal Agency for Nationalities Affairs carries out its activities directly, as well as through subordinate organizations in cooperation with other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments, public associations and other organizations.

II. Powers

5. The Federal Agency for Nationalities Affairs exercises the following powers in the established field of activity:

5.1. submits projects to the Government of the Russian Federation federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents requiring a decision of the Government of the Russian Federation on issues related to the established scope of the Agency's activities, as well as a draft work plan and forecast indicators of the Agency's activities;

5.2. on the basis of and in pursuance of federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation independently adopts:

5.2.1. regulations on territories of traditional nature management of federal significance;

5.2.2. regulatory legal acts on other issues in the established scope of the Agency, with the exception of issues legal regulation which, in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, is carried out exclusively by federal constitutional laws, federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation;

5.3. approves the statutes of district (departmental) Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation, and military Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation or in the territory of one constituent entity of the Russian Federation, which was formed as a result of the merger of 2 and more than subjects of the Russian Federation;

5.4. carries out state monitoring and analysis of:

5.4.1. implementation of the state national policy;

5.4.2. the state of interethnic and interfaith relations, strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony;

5.4.3. the ethnocultural development of the peoples of the Russian Federation and the realization of the ethnocultural needs of citizens belonging to various ethnic communities in Russia;

5.4.4. protection of the rights of national minorities and indigenous peoples of the Russian Federation;

5.4.5. the effectiveness of the exercise of powers by state authorities of the constituent entities of the Russian Federation, local governments and their officials in the field of implementation of the state national policy;

5.5. organizes the development of federal targeted programs, including programs for regional and territorial development, scientific, technical and innovative programs and projects, performs the functions of a state customer (customer-coordinator) of such programs and projects in the established field of activity;

5.6. carries out the development and implementation of programs and activities in the field of state policy of the Russian Federation in relation to the Russian Cossacks;

5.7. carries out the development and implementation of measures in the field of state national policy;

5.8. analyzes the effectiveness of the use of state support funds in the implementation of the state national policy by the constituent entities of the Russian Federation and municipalities, including the impact of federal targeted programs, subsidies and other interbudgetary transfers provided from the federal budget to the budgets of the constituent entities of the Russian Federation, on socio-economic and ethno-cultural development regions of the Russian Federation;

5.9. provides information support for the implementation of the state national policy;

5.10. exercises control over the implementation of the Strategy of the state national policy of the Russian Federation for the period up to 2025;

5.11. carries out methodological support activities of the executive authorities of the constituent entities of the Russian Federation and local governments in the established field of activity, including the development of regional strategic documents, action plans and regional programs in the field of implementation of the state national policy;

5.12. provides methodological assistance to the executive authorities of the constituent entities of the Russian Federation and local governments in the prevention of interethnic (interethnic) conflicts and ensuring interethnic harmony;

5.13. participates in the evaluation of the effectiveness of the activities of state authorities of the constituent entities of the Russian Federation and local governments in the prevention of national and religious extremism;

5.14. performs, in accordance with the legislation of the Russian Federation, the functions of an authorized federal executive body for interaction with Cossack societies;

5.15. carries out, in agreement with the Heraldic Council under the President of the Russian Federation, preparing proposals for improving the form (the procedure for wearing it) and insignia of members of Cossack societies entered in the state register of Cossack societies in the Russian Federation;

5.16. interacts with national-cultural autonomies and other institutions of civil society;

5.17. provides support to socially oriented non-profit organizations engaged in development activities interethnic cooperation, preserving and protecting the identity, culture, languages ​​and traditions of the peoples of the Russian Federation, social and cultural adaptation and integration of migrants, as well as maintaining a register of socially oriented non-profit organizations - recipients of support in the established area;

5.18. analyzes the fulfillment by the Russian Federation of international obligations adopted in accordance with multilateral legal acts relating to the elimination of racial discrimination, the protection of the rights of national minorities and indigenous peoples, and prepares draft national reports of the Russian Federation in this area;

5.19. carries out informing the population about the formation of territories of traditional nature management of federal significance;

5.20. organizes the conduct of scientific and scientific-practical, including sociological, research in the field of state national policy, including on issues of countering national and religious extremism;

5.21. provides methodological support for professional retraining and advanced training of specialists in the established field of activity of the Agency;

5.22. exercises the powers of the owner in relation to federal property necessary to ensure the performance of functions in the established field of activity, including in relation to property transferred to organizations subordinate to the Agency;

5.23. carries out the development and maintenance of information systems, databases in the established field of activity, including those providing for interdepartmental data exchange;

5.24. on the basis and in the manner established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the Agency performs the following functions of managing state property in the established field of activity:

5.24.1. procurement of goods, works, services in the established field of activity in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs;

5.24.2. in the manner and within the limits established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of a federal government body in the established field of activity, including property transferred to federal state unitary enterprises and federal government agencies subordinated to the Agency;

5.24.3. economic analysis of the activities of subordinate state unitary enterprises and approval of the economic indicators of their activities, conducting financial and financial audits in subordinate organizations economic activity and use of the property complex;

5.24.4. functions of the state customer of federal targeted, scientific, technical and innovative programs and projects;

5.24.5. other functions for managing state property in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation;

5.25. interacts in accordance with the established procedure with state authorities foreign states and international organizations, including representing, on behalf of the Government of the Russian Federation, the interests of the Russian Federation in international organizations in the established field of activity;

5.26. organizes the reception of citizens, ensures the timely and complete consideration of oral and written appeals of citizens, the adoption of decisions on them and the sending of answers to applicants within the period established by the legislation of the Russian Federation;

5.27. ensures, within its competence, the protection of information constituting a state secret;

5.28. provides mobilization training and mobilization of the Agency, as well as control and coordination of the activities of subordinate organizations for their mobilization training and mobilization;

5.29. organizes and manages civil defense in the Agency;

5.30. organizes additional professional education employees of the Agency;

5.31. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents formed in the course of the Agency's activities;

5.32. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.33. performs the functions of the main manager and recipient of federal budget funds provided for the maintenance of the Agency and the implementation of the functions assigned to it.

6. The Federal Agency for Nationalities Affairs, in order to exercise its powers in the established field of activity, has the right:

6.1. to request and receive, in accordance with the established procedure, the information necessary for making decisions on issues within the competence of the Agency;

6.2. provide legal entities and individuals with clarifications on issues within the competence of the Agency;

6.3. involve, in accordance with the established procedure, scientific and other organizations, scientists and specialists for the study of issues related to the scope of the Agency's activities;

6.4. create coordinating, advisory and expert bodies (councils, commissions, groups, colleges), including interdepartmental ones, in the established field of activity;

6.5. establish printed media in the prescribed manner mass media for the publication of official announcements, placement of other materials on issues within the competence of the Agency.

III. Organization of activities

7. The Federal Agency for Nationalities Affairs is headed by a leader who is appointed to and dismissed by the Government of the Russian Federation.

The head of the Agency is personally responsible for the fulfillment of the tasks assigned to the Agency and the exercise of its powers.

The head of the Agency has deputies who are appointed and dismissed by the Government of the Russian Federation on the proposal of the head of the Agency.

The number of Deputy Heads of the Agency is established by the Government of the Russian Federation.

8. Structural divisions The Federal Agency for Ethnic Affairs are the departments for the main activities of the Agency. Departments are included in the structure of departments.

9. Head of the Federal Agency for Nationalities Affairs:

9.1. distributes duties between his deputies and heads of structural divisions;

9.2. submits to the Government of the Russian Federation:

9.2.1. draft regulation on the Agency;

9.2.2. proposals on the maximum number and wage fund of employees of the Agency;

9.2.3. proposals for candidates for the positions of Deputy Heads of the Agency;

9.2.4. the annual plan and forecast indicators of the Agency's activities, as well as a report on its activities;

9.3. approves regulations on the structural subdivisions of the Agency;

9.4. appoints and dismisses employees of the Agency, concludes and terminates service contracts with them ( employment contracts), amends the said contracts (agreements);

9.5. decides, in accordance with the legislation of the Russian Federation on public service, issues related to the passage of federal public service in the Agency;

9.6. approves the structure and staffing of the Agency within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for the maintenance of the apparatus within the budgetary allocations provided for in the federal budget for the corresponding financial year and planning period;

9.7. submits proposals to the Ministry of Finance of the Russian Federation on the formation of a draft federal budget in terms of financial support for the performance of the functions of the Agency;

9.8. submits to the Government of the Russian Federation in accordance with the established procedure proposals for the creation, reorganization and liquidation of organizations subordinate to the Agency;

9.9. submits, in accordance with the established procedure, the employees of the Agency and other persons carrying out activities in the established field, for conferring honorary titles and awarding state awards of the Russian Federation, a Certificate of Honor of the President of the Russian Federation, for encouragement in the form of declaring gratitude to them from the President of the Russian Federation, and also applies other types of encouragement ;

9.10. establishes, in accordance with the procedure established by the regulatory legal acts of the Russian Federation, a departmental insignia that gives the right to confer the title "Veteran of Labor" and other departmental awards and awards them to employees of the Agency, subordinate organizations, as well as other persons carrying out activities in the established field, approves provisions on these badges and awards, as well as their descriptions;

9.11. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, issues orders on issues within the competence of the Agency, as well as on issues internal organization work of the Agency.

10. The Federal Agency for Ethnic Affairs is legal entity, has a seal depicting the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, as well as accounts opened in accordance with the legislation of the Russian Federation.

The Federal Agency for Nationalities Affairs has the right to have an emblem, flag and pennant established by the Agency in agreement with the Heraldic Council under the President of the Russian Federation.

On March 31, the decree “On the Federal Agency for Nationalities Affairs” came into force, according to which new structure; its tasks include the development and implementation of the state national policy, the implementation of measures aimed at strengthening the unity of the multinational people of the Russian Federation (the Russian nation), ensuring interethnic harmony, ethno-cultural development of peoples, protecting the rights of national minorities and indigenous peoples, and much more. The federal agency should take over some of the functions that were previously under the jurisdiction of the Ministry of Culture and the Ministry of Justice. It will be engaged in the development and implementation of programs in the field of interethnic relations, control over the implementation of state national policy, prevention of any form of discrimination based on race, nationality, religion or language, and prevention of attempts to incite discord, hatred or enmity. Is such a structure necessary in the Russian federal authorities?

Dmitry Oreshkin, political scientist:

- It is naive to believe that it is possible to solve the problems of interethnic relations by creating an appropriate department. Already created, and more than once. Did you manage to solve at least one problem? No, none. Departmental officials do not solve problems, at best they sweep them under the rug. Create the appearance of a solution. Not because officials are stupid or clumsy - it is impossible in a large multinational state to solve such serious issues by creating specialized departments. A departmental official can write progress reports, but he cannot turn the river back. We need a completely different approach - the real federalization of the country instead of fairy tales about federalism. It is necessary to understand that territorial and national problems are key to the existence of Russia as a state. And from year to year we observe the aggravation of interethnic problems.

Sergei Markov, political scientist:

- The fact that the Agency for Nationalities was recreated is correct. And it is important that it was Barinov who was entrusted to head the agency. An officer who fought in Chechnya, was a State Duma deputy. Patriot. Look who dealt with the national question before Barinov - they are all from North Caucasus. I have nothing against them, but in their posts they were engaged exclusively in the protection of national minorities, forgetting about the majority. Protecting minorities is also important, but it is even more important to protect the interests of the Russian majority. Unfortunately, today this is a real problem - especially in national regions. The interests of nations and nationalities are protected by national diasporas, but Russians in Russia do not and cannot have a diaspora. And the Russians find themselves in a humble state. And the tension from dissatisfaction with their position with the Russian ethnic majority spreads throughout the entire system of interethnic relations. I believe that Barinov will be able to turn the tide.

- This will be another structure for protecting the interests of national minorities, which are already well protected. Our state has been stubbornly fighting corruption for many years, and the result is just the opposite. Better to let the state not get involved in national affairs. The state must withdraw from the sphere of interethnic relations. But before leaving, it must equalize the rights of the peoples - allow the Russians to create national-cultural autonomies, and so on. The government should deal with what we really have a lot of problems with - the economy, the social sphere, and so on.

- The creation of the Federal Agency for Nationalities is a response to an obvious request to remove the conflict background. We observe everyday and more significant conflicts in a number of territories. Now the main task is to build a system to counteract these conflicts, which is what the federal agency will do. The request matured quite a long time ago both within society and in bureaucratic structures - almost immediately after the liquidation of the Ministry of Nationalities. Our country is multinational, there are current problems associated with ethnic violence. It is obvious that the migration department is not able to solve these problems.

The government submitted to the State Duma a draft law on changes in the legal regulation of certain issues of the civil service of the Russian Cossacks Order dated June 19, 2019 No. 1325-r. In accordance with the current legislation, the charter of the All-Russian Cossack Society, created by combining military Cossack societies, is approved by the President of Russia. At the same time, the procedure for appointing and dismissing the ataman of the All-Russian Cossack Society, the procedure for agreeing and approving the charters and chieftains of Cossack societies has not been legislatively defined. In order to eliminate gaps in the legal regulation of the civil service of the Russian Cossacks, the bill proposes to empower the President of Russia to determine the procedure for agreeing and approving the charters of Cossack societies, chieftains of military Cossack societies, appointing and dismissing the chieftain of the All-Russian Cossack Society. FADN Russia is proposed to give powers in terms of determining the procedure for approving atamans of Cossack societies (except military and all-Russian), created or operating within the territory on which another Cossack society operates.

I. General provisions

1. The Federal Agency for Nationalities Affairs (FADN of Russia) is a federal executive body that performs the following functions:

on the development and implementation of state national policy, state policy in the field of social and cultural adaptation and integration of foreign citizens in the Russian Federation, as well as on the legal regulation and provision of public services in the field of state national policy, social and cultural adaptation and integration of foreign citizens in Russian Federation;

to implement measures aimed at strengthening the unity of the multinational people of the Russian Federation (the Russian nation), ensuring interethnic harmony, ethnocultural development of the peoples of the Russian Federation, protecting the rights of national minorities and indigenous peoples of the Russian Federation;

on interaction with national-cultural autonomies, Cossack societies and other institutions of civil society;

on the development and implementation of state and federal targeted programs in the field of interethnic relations;

to control the implementation of the state national policy;

on the implementation of state monitoring in the field of interethnic and interfaith relations;

for the prevention of any form of discrimination based on race, nationality, religion or language;

to prevent attempts to incite racial, national and religious hatred or enmity.

2. The activities of the Federal Agency for Nationalities Affairs are managed by the Government of the Russian Federation.

3. The Federal Agency for Nationalities Affairs in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, as well as these Regulations.

4. The Federal Agency for Nationalities Affairs carries out its activities directly, as well as through subordinate organizations in cooperation with other federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments, public associations and other organizations.

II. Powers

5. The Federal Agency for Nationalities Affairs exercises the following powers in the established field of activity:

5.1. submits to the Government of the Russian Federation draft federal laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation and other documents that require a decision of the Government of the Russian Federation on issues related to the established scope of the Agency's activities, as well as a draft work plan and forecast performance indicators Agencies;

5.2. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation independently adopts:

5.2.1. regulations on territories of traditional nature management of federal significance;

5.2.2. normative legal acts on other issues in the established field of activity of the Agency, with the exception of issues, the legal regulation of which, in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, is carried out exclusively by federal constitutional laws, federal laws, normative legal acts of the President of the Russian Federation and the Government of the Russian Federation;

5.3. approves the statutes of district (departmental) Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation, and military Cossack societies operating in the territories of 2 or more constituent entities of the Russian Federation or in the territory of one constituent entity of the Russian Federation, which was formed as a result of the merger of 2 and more than subjects of the Russian Federation;

5.4. carries out state monitoring and analysis of:

5.4.1. implementation of the state national policy;

5.4.2. the state of interethnic and interfaith relations, strengthening the unity of the multinational people of the Russian Federation (Russian nation), ensuring interethnic harmony;

5.4.3. the ethnocultural development of the peoples of the Russian Federation and the realization of the ethnocultural needs of citizens belonging to various ethnic communities in Russia;

5.4.4. protection of the rights of national minorities and indigenous peoples of the Russian Federation;

5.4.5. the effectiveness of the exercise of powers by state authorities of the constituent entities of the Russian Federation, local governments and their officials in the field of implementation of the state national policy;

5.5. organizes the development of federal targeted programs, including programs for regional and territorial development, scientific, technical and innovative programs and projects, performs the functions of a state customer (customer-coordinator) of such programs and projects in the established field of activity;

5.6. carries out the development and implementation of programs and activities in the field of state policy of the Russian Federation in relation to the Russian Cossacks;

5.7. carries out the development and implementation of measures in the field of state national policy;

5.8. analyzes the effectiveness of the use of state support funds in the implementation of the state national policy by the constituent entities of the Russian Federation and municipalities, including the impact of federal targeted programs, subsidies and other interbudgetary transfers provided from the federal budget to the budgets of the constituent entities of the Russian Federation, on socio-economic and ethno-cultural development regions of the Russian Federation;

5.9. provides information support for the implementation of the state national policy;

5.10. exercises control over the implementation of the Strategy of the state national policy of the Russian Federation for the period up to 2025;

5.11. provides methodological support for the activities of the executive authorities of the constituent entities of the Russian Federation and local governments in the established field of activity, including the development of regional strategic documents, action plans and regional programs in the field of implementing state national policy;

5.12. provides methodological assistance to the executive authorities of the constituent entities of the Russian Federation and local governments in the prevention of interethnic (interethnic) conflicts and ensuring interethnic harmony;

5.13. participates in the evaluation of the effectiveness of the activities of state authorities of the constituent entities of the Russian Federation and local governments in the prevention of national and religious extremism;

5.14. performs, in accordance with the legislation of the Russian Federation, the functions of an authorized federal executive body for interaction with Cossack societies;

5.15. carries out, in agreement with the Heraldic Council under the President of the Russian Federation, preparing proposals for improving the form (the procedure for wearing it) and insignia of members of Cossack societies entered in the state register of Cossack societies in the Russian Federation;

5.16. interacts with national-cultural autonomies and other institutions of civil society;

5.17. provides support to socially oriented non-profit organizations that carry out activities in the field of developing interethnic cooperation, preserving and protecting the identity, culture, languages ​​and traditions of the peoples of the Russian Federation, social and cultural adaptation and integration of migrants, as well as maintaining a register of socially oriented non-profit organizations - recipients of support in the established sphere;

5.18. analyzes the fulfillment by the Russian Federation of international obligations adopted in accordance with multilateral legal acts relating to the elimination of racial discrimination, the protection of the rights of national minorities and indigenous peoples, and prepares draft national reports of the Russian Federation in this area;

5.19. carries out informing the population about the formation of territories of traditional nature management of federal significance;

5.20. organizes the conduct of scientific and scientific-practical, including sociological, research in the field of state national policy, including on issues of countering national and religious extremism;

5.21. provides methodological support for professional retraining and advanced training of specialists in the established field of activity of the Agency;

5.22. exercises the powers of the owner in relation to federal property necessary to ensure the performance of functions in the established field of activity, including in relation to property transferred to organizations subordinate to the Agency;

5.23. carries out the development and maintenance of information systems, databases in the established field of activity, including those providing for interdepartmental data exchange;

5.24. on the basis and in the manner established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the Agency performs the following functions of managing state property in the established field of activity:

5.24.1. procurement of goods, works, services in the established field of activity in accordance with the legislation of the Russian Federation and other regulatory legal acts on the contract system in the field of procurement of goods, works, services to meet state and municipal needs;

5.24.2. in the manner and within the limits established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of a federal government body in the established field of activity, including property transferred to federal state unitary enterprises and federal government agencies subordinate to the Agency;

5.24.3. economic analysis of the activities of subordinate state unitary enterprises and approval of the economic indicators of their activities, conducting audits of financial and economic activities and use of the property complex in subordinate organizations;

5.24.4. functions of the state customer of federal targeted, scientific, technical and innovative programs and projects;

5.24.5. other functions for managing state property in the established field of activity, if such functions are provided for by federal laws, regulatory legal acts of the President of the Russian Federation or the Government of the Russian Federation;

5.25. interacts in accordance with the established procedure with public authorities of foreign states and international organizations, including representing, on behalf of the Government of the Russian Federation, the interests of the Russian Federation in international organizations in the established field of activity;

5.26. organizes the reception of citizens, ensures the timely and complete consideration of oral and written appeals of citizens, the adoption of decisions on them and the sending of answers to applicants within the period established by the legislation of the Russian Federation;

5.28. provides mobilization training and mobilization of the Agency, as well as control and coordination of the activities of subordinate organizations for their mobilization training and mobilization;

5.30. organizes additional professional education of the Agency's employees;

5.31. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents formed in the course of the Agency's activities;

5.32. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;

5.33. performs the functions of the main manager and recipient of federal budget funds provided for the maintenance of the Agency and the implementation of the functions assigned to it.

6. The Federal Agency for Nationalities Affairs, in order to exercise its powers in the established field of activity, has the right:

6.1. to request and receive, in accordance with the established procedure, the information necessary for making decisions on issues within the competence of the Agency;

6.2. provide legal entities and individuals with clarifications on issues within the competence of the Agency;

6.3. involve, in accordance with the established procedure, scientific and other organizations, scientists and specialists for the study of issues related to the scope of the Agency's activities;

6.4. create coordinating, advisory and expert bodies (councils, commissions, groups, collegiums), including interdepartmental ones, in the established field of activity;

6.5. to establish, in accordance with the established procedure, print media for the publication of official announcements, placement of other materials on issues within the competence of the Agency.

III. Organization of activities

7. The Federal Agency for Nationalities Affairs is headed by a leader who is appointed to and dismissed by the Government of the Russian Federation.

The head of the Agency is personally responsible for the fulfillment of the tasks assigned to the Agency and the exercise of its powers.

The head of the Agency has deputies who are appointed and dismissed by the Government of the Russian Federation on the proposal of the head of the Agency.

The number of Deputy Heads of the Agency is established by the Government of the Russian Federation.

8. Structural subdivisions of the Federal Agency for Ethnic Affairs are departments for the main activities of the Agency. Departments are included in the structure of departments.

9.5. decides, in accordance with the legislation of the Russian Federation on public service, issues related to the passage of federal public service in the Agency;

9.6. approves the structure and staffing of the Agency within the limits of the wage fund and the number of employees established by the Government of the Russian Federation, the cost estimate for the maintenance of the apparatus within the budgetary allocations provided for in the federal budget for the corresponding financial year and planning period;

9.7. submits proposals to the Ministry of Finance of the Russian Federation on the formation of a draft federal budget in terms of financial support for the performance of the functions of the Agency;

9.8. submits to the Government of the Russian Federation in accordance with the established procedure proposals for the creation, reorganization and liquidation of organizations subordinate to the Agency;

9.9. submits, in accordance with the established procedure, the employees of the Agency and other persons carrying out activities in the established field, for conferring honorary titles and awarding state awards of the Russian Federation, a Certificate of Honor of the President of the Russian Federation, for encouragement in the form of declaring gratitude to them from the President of the Russian Federation, and also applies other types of encouragement ;

9.10. establishes, in accordance with the procedure established by the regulatory legal acts of the Russian Federation, a departmental insignia that gives the right to confer the title "Veteran of Labor" and other departmental awards and awards them to employees of the Agency, subordinate organizations, as well as other persons carrying out activities in the established field, approves provisions on these badges and awards, as well as their descriptions;

9.11. on the basis of and in pursuance of the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, issues orders on issues within the competence of the Agency, as well as on issues of the internal organization of the work of the Agency.

10. The Federal Agency for Nationalities Affairs is a legal entity, has a seal depicting the State Emblem of the Russian Federation and with its name, other seals, stamps and forms of the established form, as well as accounts opened in accordance with the legislation of the Russian Federation.

The Federal Agency for Nationalities Affairs has the right to have an emblem, flag and pennant established by the Agency in agreement with the Heraldic Council under the President of the Russian Federation.
