What is a social scholarship in college. The order of appointment of the state academic scholarship. Should students be paid scholarships?

Providing for yourself while studying at the university is a very real task for a student. The most obvious solution is an increased scholarship, and the conditions are active participation in a cultural or sports life university and high academic achievement.

You can receive an increased scholarship full-time students receiving higher education on a budget basis. A student can apply for such payments from the second semester of the first year. Mandatory conditions - good academic performance, no academic debt, while all exams and tests must be passed the first time.

There are five types higher scholarship:

  1. For achievements in research activities. To receive it, you must have publications in a scientific publication, awards for research work, documents confirming the right to the result of intellectual activity (patent or certificate), a grant for performing research work, or other merits, for example, making a presentation at a scientific conference .
  2. For academic excellence. The last two sessions must be passed on "excellent" and "good", while the fives must be at least 50%. Also a plus will be prizes at the olympiads.
  3. For achievements in cultural and creative activities. Awards must be given for participation in cultural events or for the creation of works of art or literature.
  4. For active social activities. Documents are provided that confirm the student's participation in social events.
  5. For sporting achievements. Systematic participation in significant events is also counted. sports events held at the university.

A student can apply for all directions at once.

The amount of the increased scholarship is not fixed by law- it is established by the educational institution, taking into account the size of the scholarship fund and depending on the category to which the student belongs (see the order on approving the size of the scholarship). So, for example, an increased scholarship for achievements in science for a 5th year student of a specialist or 1st or 2nd year master's degree will amount to 8,100 rubles, which is almost three times more than the basic academic scholarship (it is included in this amount).

To receive an advanced scholarship, you must write an application, attach a copy of the record book, a petition from the Council of Students of your institute or the Joint Council of Students of SevGU, as well as documents confirming merits - diplomas, certificates, etc. Documents must be taken to the directorate of your institute. All applications are considered by the scholarship commission, depending on the significance of merits, points are awarded and an appropriate rating is compiled, after which payments are distributed.

Everyone who actively shows himself, participates in the life of the university, is not too lazy to study, has a real opportunity to receive an increased scholarship. True, it is necessary to choose the right direction (type of increased scholarship) for which to apply. The most competitive is science (the highest paid and most popular, because a lot of guys are engaged in scientific work) and study. In the rating of students who have applied for these two areas, tenths and hundredths of points are taken into account. However, the statistics of students applying for a particular direction differs in each institute, - said Denis Tsyganok, chairman of the Joint Council of Students of SevGU, a member of the scholarship committee.

Master student of the Institute information technologies and management in technical systems Maxim Lisov advises students to apply for an increased scholarship for scientific achievements - the competition is less than for academic success, and publishing at least 3 scientific articles per semester is quite possible, and it will also benefit the student himself, and science.

Total in the first academic semester 2016/2017 school year 145 students of SevGU receive an increased scholarship. The Maritime Institute and the Institute of Finance, Economics and Management of SevGU are leading in terms of the number of scholarship holders.

Irina Moreva, Deputy Director for Educational and Scientific Work of the Maritime Institute, believes that high academic performance is associated with the discipline inherent in future sailors:

Our students master professions that are subject to increased requirements. They must know the theory, own modern technologies, be able to work with regulatory documents, have managerial skills and so on. Increased scholarships speak of their success.

And economics students are probably good at counting money.

Do you also want to receive an increased scholarship? All in your hands!

Information Center SevSU

For several years now, Russian officials have been "feeding" students with promises to increase scholarship payments to state employees studying in bachelor's, master's and postgraduate studies. That is why university students do not lose hope in 2018 to receive several hundred, or even thousands, more, because this increase, today, is incredibly important for them.

Every Russian knows that the country has led to a sharp increase in prices for food, clothes, shoes and other goods. Unfortunately, student scholarships cannot cover even a small part of all the costs that young people need.

It is good if the student can afford to get a job or compassionate relatives will help him. But what about those who are unable to find a suitable position that would not distract from their studies, or do not have wealthy parents? That's right, such students stretch from payout to payout and dream of at least a small increase.

The issue of indexing scholarships for students of the 2018 academic year is still open, but some officials have taken it seriously and perhaps next year, this problem will be resolved for the better.

Government proposals

Officials in the State Duma have repeatedly stated that scholarship incentives should undoubtedly be increased, thereby motivating young people to enter universities and get excellent grades in the student's books. At the same time, in view of crisis situation across the country, the budget cannot include an increase in scholarships, but parliamentarians do not intend to cut them either.

Bachelors, masters and graduate students were assured that the size of the scholarship fund was not cut, but the reduction in funding, which is talked about on the sidelines State Duma, concerns only the reduction of construction investments and the cost of repairs of buildings and dormitories.

Let's say more, the government intends to annually index the scholarship fund. In turn, due to the holding of such events, financial assistance to students and graduate students who study on a budgetary basis will increase. But in order to receive a scholarship in the proper amount, the student must show his diligence in his studies, backed up by high marks.

Those students who do not pass the session well enough will be able to count on only a small financial assistance; those who do their best will receive the maximum scholarship on their cards. However, one should not forget about the number of "tails", which can affect not only the size of the scholarship payment, but also its temporary cancellation. It is in the interests of each student to close all debts before the session and pass the exams with excellent marks.

Scholarship Situation Today

In 2017, the size of the scholarship, which Russian students and graduate students are required to receive, consists of various payments.

The largest amount of a simple payout is 10,000 rubles. However, not every full-time student can count on even this allowance.

It is known that in different regions of our state there are slight differences in scholarship payments, which, as a rule, are tied by the administration to the subsistence level established in this region. That is why 10,000 rubles can be received only by a few students studying in certain universities in Moscow.

As for other students, they receive much less amounts: from 1,340 rubles to 6,000 rubles a month.

Financial assistance in the amount of 1340 rubles is paid to students enrolled in the first year of a bachelor's or master's degree. These payments are due to all full-time students until they pass the first session and earn a higher scholarship.

The guys, in the record books of which only “4” and “5” are constantly visible, can compete for an increase in the scholarship. So “good students” on average receive from 2,000 rubles to 6,000 rubles, and “excellent students” can count on 5,000-7,000 rubles a month.

As for graduate students, they receive a scholarship in the amount of 2640 rubles. Such a scholarship is available to students of most specialties, with the exception of "techies" - their scholarship payments can reach as much as 6350 rubles per month.

Things are much worse in colleges, where the minimum scholarship for full-time students is only 487 rubles a month.

I would like to highlight those fellows who were able to achieve the Presidential Scholarship as a separate item. Students of higher educational institutions from this category, who have confirmed their participation in research on a nationwide scale, can count on financial assistance in the amount of 7,000 rubles to 14,000 rubles.

If a bachelor's, master's or graduate student can prove the significance of his developments for the Russian economy, then the president assigns him an incentive payment in the amount of 28,000 rubles a month.

There are separate categories of full-time students who are among the disabled, orphans or children from low-income families. Such students are entitled to social material assistance from 730 to 2010 rubles.

Will indexing happen in 2018?

It is worth recalling that a few years ago, Dmitry Livanov, who at that time held the post of head of the Ministry of Education and Science of the Russian Federation, announced the speedy indexation of scholarships, because the level of inflationary processes rose to incredible heights. This issue caused heated debate among officials, because the Ministry of Education demanded an increase in scholarships by as much as 20%.

The Ministry of Finance opposed the increase in payments, referring to the fact that the country's budget would not withstand such a load. But still, in 2016 there was a slight increase - scholarships increased by 3%.

As for 2017, this payment was also indexed at a rate of 5.9%, and another increase is planned for another 4.8%.

However, this increase will affect the entire scholarship fund of the country, and the final payment for students is directly established by the leadership of universities. So it turns out that in some institutions all students receive the same “minimum salary”, while in others the size of the scholarship directly depends on the level of the student's progress.

Speaking about the amount of scholarships for students in Russian Federation, it is necessary to clarify in advance what exactly is at stake. On the this moment in Russia there are as many as 15 types of various scholarships, and more precisely methods their calculation. However, no matter what method you use, the end result will hardly please the student brethren.

The size of the scholarship is such that the maximum does not allow the student to die of hunger, and then - if you eat whatever you want, or sit on one bread and water. However, not only students are forced to live on a scholarship, except for them, this payment is due to the following categories:

  • graduate students;
  • residents;
  • interns;
  • doctoral students.

Payments to these categories of recipients are much more pleasant, but they still remain far from the desired level. Therefore, if a student or graduate student has no other sources of income, he should try to get some additional scholarships. The most successful in this business manage to receive a total of about twenty thousand rubles a month from the state. In this article, we will tell you exactly how you can achieve this level of income through scholarship payments.

Minimum scholarship in 2019

The minimum level of scholarship provision in the Russian Federation is 1340 rubles for students of higher educational institutions, the same amount for vocational school students is 487 rubles. As you can see, the amounts are very modest, but when studying without triples, a student of a higher educational institution can receive up to six thousand rubles.

Thus, the amount of scholarship payment for well-performing students can be much more pleasant. If the student studies perfectly, then he will receive a completely increased scholarship. Depending on the university and specialty, the amount of the increased scholarship ranges from five to seven thousand rubles. Similar scholarships for graduate students range from 11,000 to 14,000 rubles. In order to receive such significant payments, a student or graduate student must not only study perfectly, but also actively participate in the social and sports life of his educational institution.

The minimum level of scholarship payments for graduate students, as well as scientific and pedagogical staff and postgraduate students is 2637 rubles. Doctoral students receive ten thousand rubles. Scientific and pedagogical staff in graduate school have a minimum level of payments of 6330 rubles.

social scholarship

This type of payment for students of higher educational institutions is two thousand in domestic currency, for students of secondary vocational schools - only 700. All persons who receive a regular academic scholarship are entitled to receive this allowance. Also, regardless of the accrual of academic benefits, the right to receive social assistance have the following categories of students:

  • orphans;
  • invalids of the first and second groups;
  • victims of the accident at the Chernobyl nuclear power plant;
  • a person in whose family the income per member is lower than the subsistence level in the region of residence.

Other benefits

The above manuals are basic and standard for all universities and students. In addition to these, there are many special payments designed for certain categories of students, usually for students who have excelled in their studies or are engaged in activities important for the modernization of the country. The last type of payment is provided by the scholarship of the Government and the President.

Students who study on a budgetary basis ask themselves in the first year if they pay a scholarship in the summer. These payments are due only when the student successfully completes exams and credits in subjects. To receive academic payments at a university, a student must have only good grades in the test book and no debts.

Currently, there are four types of funding provided by the university:

  • Academic aids.
  • Personal one-time scholarship.
  • Nominal disposable.

If the session was passed to an unsatisfactory mark, payments will be made only until June inclusive, for the remaining two months students will not receive money into their personal account.

As a rule, students in the last year are expelled from the beginning of July, so the scholarship will not be paid in the remaining months. But many higher education institutions carry out the expulsion of graduates in the middle or end of the summer, but the accounting department works individually.

Each educational institution has its own rules for accrual and due payments. According to this scheme, the student is charged:

  • If a person successfully passed the session, then a scholarship for the rest summer months he will be paid immediately in the first month. In this case, the person gets all year round payment.
  • Some higher educational institutions pay for the summer directly in the autumn month.
An academic scholarship is obtained according to fewer nuances than the rest: you only need to pass the session positively and on time, and the next payments for the whole year are already automatically counted. This funding is received by students who are in another state, but this requires the conclusion of a special international agreement.

Social payments for students

To obtain information on payments, you should personally come to the financial information department or the dean's office of the university. These payments are due only when the student successfully completes exams and credits in subjects.

To receive academic payments at a university, a student must have only good grades in the test book and no debts. They continue to pay it after the student closes all the debts. This determines the time when the scholarship was not paid.

For example, a university student “flunked” the last exam of the summer session in June, so he will not receive a scholarship in the remaining months of the summer. The last accruals were made in May. The student is allowed to retake. But at the same time he receives the due money for the May and June periods.

How the allowance is calculated

Each university is given the opportunity to carry out the procedure for granting allowances according to its own calculations, this does not mean that some higher education institutions do not pay allowances in the summer, nuances in the calculations are made in relation to them.

In most cases, the following scheme operates: with a positive completion of exams and tests, the student is given a scholarship for all three months. Those students who have C's in their gradebook only receive funding for the month they took their exams. In other institutions, accruals are made in the first month of autumn for the whole summer. In this case, the person is able to receive benefits in the triple amount.

This takes into account the fact that students are automatically and guaranteed to receive a scholarship if they study at a state institution. If this is a special case, then this issue is resolved on an individual basis.

They are also entitled to receive a scholarship if the student has managed to positively close all the necessary debts. Frozen payments are returned for the time while the person was solving problems with training. In this case, the return is carried out on the condition that the scores are from four points. Therefore, students try to improve their position in their studies.

Also, special rules for calculating scholarships are determined by:

  • colleges;
  • technical schools.

A number of states are also indicated where the student receives a scholarship for parallel studies, these are almost all European states.

The scholarship is increased annually depending on the decision of the special commission. The scholarship also varies for different groups of students, depending on the form of education, participation in the life of the university.

How are payments made in the summer?

In order for a student to receive summer benefits, a person must pass all exams and pass tests with a grade greater than four. These requirements are common to public institutions, and for non-state institutions of higher education.

Holidays are not only the summer months, so students immediately learn the principles of scholarships in the 1st year. This funding is provided throughout the year, there is no difference between whether the training takes place or during the holidays. The principle of operation of these payments is the same for everyone.

By general rule it is also indicated that the June payments are assigned as funding for the first semester, since the further months of the summer are designated as another half of the year, upon completion of it, accruals for the first semester of the next half year are determined, and the rest of the training time is also included here. There is a conclusion from this, after a session that has not been completed to the end, the student is still entitled to the June scholarship if he successfully completed past exams and tests.

It should also be noted that graduates do not receive benefits after completing the last exams and tests in the 5th year, due to the fact that the university excludes a student after graduation.

In most cases, students complete their contract with the university at the beginning of the summer, so they only receive funding for one month - June. After the student continues studying after the retake, payments from the new academic semester are returned to him.

For many years and even decades, the legislation of the Russian Federation provides for a rather extensive and varied program support for the population in need of social protection and various material assistance. The social scholarship for students in 2017-2018 is the very item that is included in this program.

Even initially, the main and primary task and significance of the scholarships issued to students was to stimulate students in some way, as well as to facilitate living conditions. To date, there are several types and categories of scholarships, each of which has its own characteristics and, of course, differ from each other in conditions and size.

types of scholarships.

In the list of the most basic scholarships that are provided in almost every educational institution in the country, the following can be mentioned and noted.

  1. 1. State academic scholarship, which is the basic type of monthly scholarship, issued only to successful students throughout the years of study.
  2. 2. An increased academic scholarship is nothing more than a lump sum payment to especially distinguished students who have shown and demonstrated high results in educational, scientific, cultural and other activities.
  3. 3. Scholarships of the President of the Russian Federation, the Government of the Russian Federation, the presidents of the subjects of the Russian Federation, the governments of the subjects of the Russian Federation.
  4. 4. Nominal scholarships.
  5. 5.State social scholarship, which is intended and relies on those students who are in special need of the social and material plan. This payment is assigned regardless of how the student studies.

All about social scholarships, the size for low-income families.

If you study in more detail the issue related to social scholarship, then, first of all, you need to familiarize yourself with complete list all those who can count on her. According to the existing law of the Russian Federation, this list includes the following categories and groups of students.

  1. 1. Orphans.
  2. 2. Students with the category "Child with a disability".
  3. 3. Victims of radiation accidents.
  4. 4. Contract servicemen who have served in the army or other military formations of the country for more than 3 years.
  5. 5. Students whose per capita income is below the subsistence minimum.

If everything is clear with the categories, now you should carefully and in more detail understand the issue of size. To date, the state has also set a minimum size for all types of government scholarships. Thus, the amount of social scholarships at present is and consists of the following amounts.

  1. 1. For students of colleges, technical schools, schools or other institutions of a secondary professional nature - 730 rubles per month.
  2. 2. For university students - 2010 rubles.

It should be noted that this is only the minimum allowable threshold for payments for socially vulnerable students. After all, each educational institution sets the amount of such a social scholarship individually.

As a rule, the Government of the Russian Federation together with the municipal self-government bodies of the subjects is responsible and bears full responsibility for the size of the general scholarship fund. As a result, the final decision on the amount of social scholarships is made by the administration of each individual educational institution in the country.

But, if everything is relatively clear with the size, then another no less significant and important question, which consists in how to apply for the right to receive a social scholarship, what sequence of actions must be followed and at the same time try to save time as much as possible. These are the questions we will try to answer now.

Scholarship procedure.

By itself, the procedure and stages that a student goes through to receive and provide him with additional social payments include the following sequential actions.

Regarding the timing of consideration of documents, today it directly depends on each individual educational institution. But according to the rules, it is not whiter than 2 weeks.

As you can see, the process of obtaining a social scholarship is not as simple as it seems at first glance, but the end justifies the means, and such an additional source of funds is unlikely to interfere with anyone and will be superfluous.
