For bathing season current year in reservoirs Vladimir region 17 people drowned, including three children. The head of the department of the regional Ministry of Emergency Situations, Igor Bogomazov, cited depressing statistics at a press conference on the issues of people's safety in water bodies. He also clarified that a year earlier for the same period there were more deaths - 24 people.

According to Bogomazov, about 45% of the accidents happened to bathers who drank alcohol. In a state of intoxication, people often overestimate their strength. In some cases, citizens suffering chronic diseases, heart failure or epilepsy, bathed without the supervision of loved ones. As a result, they could not cope with water. So, in July, an 83-year-old resident of Moscow drowned while swimming alone in a river in the Sobinsky district.

Tragedies with children in two cases out of three occurred due to negligence of adults. On May 3, the parents did not keep track of their son, and he drowned in the Belaya River in the Kolchuginsky District. And on July 3, in Gus-Khrustalny, water carried away a boy born in 2008. He bathed in a forbidden place without adults. The water was still very cold then. The third tragedy occurred on July 28. Then, trying to save a 13-year-old boy, a Vladimir artist died.

All accidents happened in places not allowed for swimming. On 57 beaches and places of mass recreation on water bodies, no one drowned. Bogomazov recalled that the Klyazma River, popular with the inhabitants of the region, is very insidious. Sometimes even an adult cannot cope with a strong current. This is noted not only by the townspeople, but also by rescuers and divers.

Bogomazov recalled that the duration of bathing depends on the air and water temperature. The most favorable is clear, calm weather at a temperature of +25°C. It is recommended to start bathing at a temperature not lower than 18°C. It is worth dipping into the water only an hour and a half after eating. You should not take risks and dive in illegal places, choose a swampy place with a muddy bottom for swimming. It is better to swim where the coast is sandy and gently sloping. The flow rate should not exceed half a meter per second.

Bogomazov said that in no case should you swim on air mattresses, car cameras, inflatable toys: the swimming facility may suddenly break, and the person will not have time to orient himself. So, having slipped off the mattress into the water, a teenager drowned in Sodyshka a few years ago.

In addition, Bogomazov said that the employees of the GIMS center and the region's emergency rescue service are not only actively involved in ensuring security at water bodies, search and rescue operations on the water, searching for drowned people, but also in preventive work.

As of August 3, GIMS employees conducted more than 500 patrols and drew up 63 protocols on the facts administrative offenses(mainly for navigators). Representatives of local governments conduct about 55 patrols of the region's water bodies every day. In total, more than 13 thousand raids were carried out in the Vladimir region. 31 protocols were drawn up for violators who do not comply with the rules of conduct at water bodies.

Water has arrived in the republic, the drowned have gone

Nothing like summer weather, which stood in the republic until the very middle of summer, once again confirmed the old truth: nature does not have bad weather. During this time, so much water poured onto our heads that people not only were not drawn to swim, but simply approached the reservoirs. The result is obvious: from the beginning bathing season drowned people turned out to be 43 percent less than a year earlier. 18 people were saved, and last year there were more than twice as many potential drowned people - 37.

If we take the statistics from the beginning of 2017, then compared to last year, it is also much more rosy: 39 deaths in the water bodies of the republic, which is 17 people less, the chief state inspector of the Republic of Tatarstan for small boats said today at a press conference Yuri VENEDIKTOV. According to him, out of 28 drowned people, as a result of bathing, sixteen people died, seven of whom were fairly taken on their chests before going under water. In nine cases, overturned boats are to blame for the deaths.

The speaker recalled that there are 34 beaches in the republic, most of which are located on the territory of children's health camps and recreation centers, and only 14 are public. The latter are available only in 9 out of 45 municipalities of the Republic of Tatarstan. At the same time, Yuri Venediktov emphasized that, according to Article 3.10 of the Code of Administrative Offenses of the Republic of Tajikistan, for swimming in places not equipped for this, any of us can be fined from one to one and a half thousand rubles. True, to date, only four people have been fined - for being drunk in a public place, that is, under a completely different article of the Code of Administrative Offenses of the Republic of Tajikistan (20.21), who distinguished themselves in Chistopol and Almetyevsk.

Unfortunately, it is very difficult to bring to administrative responsibility under Article 3.10 of the Code of Administrative Offenses a person who is on the beach in shorts, that is, practically naked, - the speaker complained. - It's not like we conduct similar raids on fishermen in winter. They have documents there, and the car is parked on the shore. And here a man, it means, was swimming, took it and ran away.

If I understood you correctly, then according to Article 3.10 of the Code of Administrative Offenses of the Republic of Tajikistan, they don’t fine us just because it’s difficult to fine a person in shorts, otherwise everyone would be fined one and a half thousand rubles? The city authorities rolled up both banks of the Kazanka in concrete, leaving only a small beach in Nizhnye Zarechye, and there are four beaches in Kazan, and even 10 percent of the townspeople clearly cannot fit on them. So everyone who swims in other places should be fined? - the correspondent of "MK-Povolzhye" asked him.

No, only in those places where there are signs prohibiting swimming, - said Yuri Venediktov. For example, if you pass through the territory of the Kazanka River, then there are signs not everywhere. Signs are placed by local governments at water bodies where there are really dangerous places. And in other places, according to the Water Code, people have free access to water for recreational activities. Naturally, no one should fine a person for bathing in places where there are no signs. As for Kazan, in addition to four beaches, we still have four places of mass recreation near the water (Yudinsky quarry, or "Emerald Lake", Lebyazhye and the lake in Victory Park - E. A.).

Many people who are good swimmers or float well do not understand how one can drown near the shore. When they hear news reports during the holiday season about tourists "who died near the shore", they think that the victims either did not know how to swim or were intoxicated. But the reason is completely different.

We are talking about a very dangerous, but little-known phenomenon - rip currents, which are often also called "pulls" and "rips" (English - rip current). They are in all corners of the planet - in the Gulf of Mexico, and on the Black Sea, and on the island of Bali. They may not be able to cope not only ordinary people, but also first-class swimmers, because they simply do not know how to behave.

Everything happens unexpectedly: you sailed away from the shore, then turned back, but nothing happens ... You swim with all your might, but remain in one place or even move further away. All attempts are unsuccessful, your strength is running out and you are close to panic...

To begin with, it is important to understand the principle of operation of the rip. This is a type of sea and ocean currents directed at right angles to the shore and formed in the process of discharge of the flow of surging water towards the sea.

The most dangerous are rip currents in shallow seas with a gently sloping coast, which is framed by sandbars, spits and islands (the Sea of Azov, etc.). In these places, at low tide, sand bars prevent the return of a mass of water into the sea. The water pressure on the narrow strait connecting the sea with the estuary increases many times over. As a result, a fast stream is formed, along which water moves at a speed of 2.5–3.0 m/s.

These "corridors" appear in different places near the coast during high tides. The waves roll and bring water mass, and then at different speeds go into the sea or ocean, forming a reverse current.

Usually the rip corridor is narrow: 2-3 meters with a current speed of 4-5 km/h. This is not dangerous. However, there may be rip currents up to 50 meters wide and up to 200-400 meters long, at speeds up to 15 km/h! Rips of this length are infrequent, but they do happen.

How to determine this current, so as not to fall into it? Pay attention to the main identification marks. Visible channel of seething water, perpendicular to the shore. In the coastal zone, there are areas with a different shade of water: for example, everything around is light blue or greenish, and some area is white.

Plot of foam, some marine vegetation, bubbles, which steadily moves from the coast to the open sea.

There is a 5–10 m gap in the continuous band of tidal waves.

If you see any of the above, consider yourself lucky and just don't go swimming in this place. But do not forget that 80% of dangerous spontaneously occurring rips do not visually manifest themselves in any way.

Rip currents occur near the shore. That is, even if you are standing in water up to your waist, and even more so up to your chest, you can be picked up by a rip and carried into the sea. But just those who do not know how to swim do just that - they just stand in the water and enjoy.

Therefore, do not swim alone and do not ignore the warning flags and signs on the beach.

Most important point: How to behave for those who fell into such a current?

1. Get over the panic! Pull yourself together, because people who know the rules of behavior in rip are saved in 99% of cases.

2. Take care of your strength! No need to row with all your might against the current, losing energy reserves. You need to swim not to the shore, but to the side, parallel to the beach. If the rip is narrow (up to 5 meters), you will get out of it very quickly.

3. Analyze! If you row according to the rules - to the side, but you can’t get out, then the rip is wide (from 20 meters or more). Then immediately stop wasting energy and panicking! The reverse flow is usually short-lived and after 3-4 minutes it will stop. After that, sail 50–100 meters to the side, and only then return to the shore with respite.

It is important to consider and remember the following:

1. Rip won't drag you down.

It's not a whirlpool or a funnel. Most often, the breaking currents are short and only the upper layer of water moves at high speed, which drags from the coast along the surface, but not to the depth!

2. The rip is not very wide.

Its width does not exceed 50 meters. And in most cases it is only 10-20 meters. As a result, having swum literally 20–30 meters along the coast, you will notice that you have come out of the rip.

3. The length of the rip is limited.

The current weakens rather quickly, the "pull" loses its strength where the waves reach a peak and begin to break. In surfer slang, this place is called "line up" (line up). Just in it all the surfers gather, preparing to conquer the incoming waves. It is usually located no further than 100 meters from the shore.
